Friendship
It's gonna be pretty far to stop him. First, I need to explain bad things that is gonna be trouble for him. Telling him that harming the country will get you down in jail, or execution. Even when you take over the country, you won't be rich or be a dictator; you will be arrested. Committing a bad act is not a good thing to do; I will convince him of not starting this.

You sound like a really good friend that will go to any extent in order to make sure that your friend doesn't take any wrong actions.
